Sanctuary

Sanctuary (capital; population 140,000; all races)

The city of Sanctuary is the capital of Caslona and has been continuously occupied for the last 400 years. The earliest settlers claim that there were already standing stone structures and evidence of an even more ancient civilization which preceded them, although the islands appear to be now uninhabited. Every year someone digs a basement or root cellar only to find the remains of a building or temple that had once stood on the same ground centuries before. Many adventurers and new refugees seek for access to these abandoned spaces, some of which have been untouched for hundreds if not thousands of years, and whose treasures await only those who dare plum their depths.

Government

King Danne II is the present ruler of Sanctuary and the Overseer of The Three Sisters. While he makes efforts to serve all his people, there is growing frustration among the poor that he and his court do not hear the voices of those struggling at the bottom of the hill.

Layout

Sanctuary is divided into several regions which arrange themselves in concentric half-moon rings beginning closest to the port and expanding toward the island’s interior.  The city’s wealth tends to concentrate in the Third and Fourth Rings which are higher and further inland, and are far from the crime, poverty, and disease that run rampant in The Waterfront district in the First Ring. The Second Ring with its markets and merchants, academies, guild halls, and middle-class residences acts as a buffer between established wealth of the nobles and clergy uphill and the destitution and misfortune of those trapped at the water’s edge.
